This character is Spamton G. Spamton from Deltarune Chapter 2, a videogame released in 2021.
The game is actually free on the nintendo E-Shop for the Switch.

The character is somewhat of a salesman who's out of buisness and lives in the trash, he used to be super sucessful but then (Spoilers) happened.
He talks in a unhinged way with all caps, inserting random buzzwords in square brackets whenever he talks, using sales pitches to talk, his real intentions are often obscured and you have to read between the lines.

It is implied that the reason he is so short is because he was thrown into a pool of acid trying to infiltrate the Queen's mansion to put his data into an abandoned robot in the basement that resembles Mettaton NEO, the reason why isn't clear, besides the desire to be (BIG).

I have no idea why I like the character so much really.
