I think they figured out how to create it by themselves, the peagsi did create the weather factory so it might not be too unbelievable that they advanced in technology more than the unicorns or earth ponies because of their need to use tech for the sky.

That sort of thing requires dexterity, which you can only logically have with a fully functioning hand.

Smart phones only make sense to be used and exist in human world Equestria, in EG but makes zero sense in the regular pony world Equestria.

I know its not real but it still needs to make certain amount of sense as hooves have limits and what reference do they have for phones???
