Alright, this guy is a character who I thought appeared twice in the 3rd book, but didn't, so to correct my previous post about him:
He WAS in Earth's law enforcement, but only as a observer. He left amd had no replacements, his other role comes in only in the retcon, where he meets Kara & Mivhael and tells them there's a new goddess being born at that EXACT moment
Despite delivering a message: he's really a #angel of Destruction
