Not sure what the main story would be. But side-quests? I do know of some that'd keep people busy. Like specific characters only missions.
Maybe have a 'shop' that let's you buy moves, and when you reach a certain level, you get extra special ones. :o And maybe cosplay items, lol.

All sidequests would hafta be something like: beating thieves, finding thugs/catching criminals in the act, somebody hiring them as "hitmen" for people cheating them out of money/embezzaling ect...
Since it's a beat 'em up, they'd have to surround either legal situations that need physical violence or deliveries...

@Cleric I agree! I wasn't sure about stuff like fetch-quests, but it can work if we make it fun, right?
