When Nat's sister is taken, Roger refuses to break rules or search for her, saying ppl's lives are at risk despite the fact that he broke every rule in book to find HIS sister ( #AnmarieG) when she went missing.

So Natasha, whose usually quiet and easily intimidated, snaps and curses him out in his department as shown here.
