Consept for another of Ethos' Kings/Queens. (Zero is one of the others)

Have not got a name for them yet but they rule over The Empire of Wind. A floating civilisation consisting of many, many towns/villages/cities.

It is also one of the largest dominions. The only way to reach this domain is with flight.
