It is known as Manos, an alternative version of Min-Min. Forever it's haunted by stars, each representing the lives of every pokemon it couldn't save. Manos utilizes it's ghostly appendages to cover splitting cracks on the clouds.

This creature senses living energy. Manos believes he is still saving lives and will pull living beings into his rhelm, accidentally squeezing life out of them.
