Iceman by Cleric
One of the one's I skipped for this reason: his level sucks! While the block puzzles get r*tardely easy after the 2nd game, the INTRODUCTION into Megaman itself was harsh via coming across THIS level's block puzzle! This coupled with unforgiving platforming, & annoying boss: is the reason it's not on my favorite list!

Realistically, Iceman is dangerous if you're close to him: he's spits ice daggers!

You made the right choice @Crimsontears, it's not fun: because the puzzle RIGHT AFTER the blocks was the moving platform shooty things, that could knock Megaman off the cliff and restart THE WHOLE THING AGAIN! :'(
And Iceman's unforgiving AF!!!
