The rival/nemisis to Dr Light and Megaman! And the sociopath who started the f'ing apocalypse, true: he isn't the only evil scientist in the world.. But he made the robot apocalypse possible with: Roboenza, and the Zero & then later Sigma virus. These feats in the name of vengeance caused death to way too many and also possibly is the reason Bass wants to turn against him.. Hell, he might have in the end... all he needs was a "nudge" which his creator made!

@Dubitheartist, yes. Wily from the Megaman series. If you look at history, everything kinda leads up perfectly to the X part, but they never say EXACTLY what happens between MM and MMX...
