The difrence between the normal and Dynasty ShinTau is their status eg amount of gold/jewls they obtain and how powerfull they are. Each Tau can use magic.
Their horns are made mostly of metals or gems. They always have 2 pairs. The only difrence between males and females is body and horn size. Males are larger.
