SplashWoman by Cleric
Obviously one of my favorites because she's the outlier so far in EVERY SINGLY MEGAMAN GAME! Plus, I enjoyed her battle: using your skills to dodge blasts of trident rage & fish while she "sings" was funny!
Also, I barely remembered her design
Realistically: Splashwoman could EASILY kill humans underwater & would have no trouble blasting you or calling MECHANICAL fish to eat you... On land, at least you can maybe get away before she shoots!
