The only time there was boats with forerunners was in Primodium, but even then, it was self guiding, you see, Forerunner technoligy and navigation systems allows them to navigate ships, either sky or sea without need of light such as a lighthouse, IE: ODST's VISR mode x1,000, or Halo 4 Forerunner created tech called Promethean Vision can see through walls... I don't think theywould need a light house to see, now, only reason thet would is for thier own decorations that might seem simular to one or communications to other species or in their ANCIENT times, but even then... but no, they wouldn't use this for sea ship guidence, travel by sea would be to primitive to them, as would lighthouses, and its doubtful they'd make one for another species... Nice pic though, like the water.
