Occulus, The Omnipotent

Contrary to his title, he's not actually omnipotent, but he's close. His ability allows him to access the eyes of any creature in the multiverse and deploy an infinite number of metaphysical "Observers" which can be anywhere at any time and transmit visual and audial information directly to him.

His constant surveillance of the multiverse has caused him to develop an objective, but a slightly cynical mindset.
