Well, there are /lots/ of ways to make a character, and it pretty much tends to be a personal thing for whoever's making the char.
Chars might be based on emotions, someone you know in person or online, ideas, objects, a theme (and/or if in a story, part of a bigger theme), or maybe they're born as a random doodle that you start giving those kinds of attributes to later on.
Some people will start concepting on what type of character a character will be before they even begin to draw the char. Like: Loud and hotheaded? Quiet and mellow? Quirky and unpredictable? Then as they settle on things, they'll start doing concepts for the character's appearance, tweaking it and bits of the personality as they go along.
Basically, there's no single set way of making a character. Like with lots of things in art, you'll want to try a bunch of different methods until you find one you like, or mix some methods together to make a new method.
Why not try making a char with a theme? It could be something simple like a fruit or food theme for example. Or themed around a season or holiday. Or even multiple of those at once: Summer fruit or food? Holiday food? Fall holiday? The possibilities are endless if you let your mind wander!

You could create a character based on an animal that is never or not usually drawn.
