Soul-Thieves are an endangered variant. Ones who must live extremely cautiously. As Oblivion, the Underworld Guardian, aims to eradicate them

Soul, the council member, will also kill Soul-Thieves. Leading them to secluded locations and mercilessly killing them. Most of these variants, the ones who are left, know to avoid Oblivion and Soul like the plague.

On a different note, the more souls these variants steal and store in their orbs. The faster and more powerful they become.

Also if she gathers too many souls (say thousands upon thousands) in just a couple days or in a day. It would alert Oblivion to her.
