It has max hearts and I just went and put a pokemon into GTS for a pikachu 10 - 15 minutes ago so hopefully it gets traded soon.

Pichu can evolve at any level (unless it's at level 100), as long as its happiness is at max level. It'll take longer to evolve a higher level Pichu since it needs more EXP to evolve. You might want to get a new Pichu or an already evolved Pikachu.

You need an Electricity Stone to Evolve it so if you have one you should use it on your Pikachu.
