This was one of the Pokemon that was going to come out for Pokemon Gold/Silver, aka Pokemon 2. It never had an official name and there isn't much known about it. It was most likely the original design for Hitmontop

Oh yeah! :D I remember this little guy. He was originally supposed to be an evolution of Tyrouge, but he was replaced by Hitmontop. Understandable, seeing as theres no resemblence between him and Tyrouge.

^C&B^ No, it was just replaced by Hitmontop. Gamefreak made him, but they replaced him.

It is not fan made, it was going to be the original Hotmontop (most likely) like Sean said.
