Judas under the organization was required to keep his hair Buzz, so he pretty much a White bowling ball head.

Alora always thought Judas would look better with longer hair but she couldn't do anything about it until she convince the organization to let her train Judas for covert operations, so when she did, she started to work on socializing Judas and suggested to grow his hair out.
