If the twins were born during the same time era Oracle would have actually been first then Judas, the organization would have done this to you better reinforce the role of Oracle being Judas's handler.

Judas and Oracle we're both bred to battle and war but in very different ways, Judas would have been more solely focused on combat, both for martial arts, weaponry and Magic, as Oracle would have less in these but she would have had grueling training to be a Master tactician, strategist and master vision user.

Judas social skills would be almost non-existent, he would only speak if he was order to, otherwise Oracle would speak for him, which you would probably do most of the time... The twins would be so bonded that they would do very little talkin even between each other, they would just know the other that well talking verbally wouldn't be necessary between them, if they did talk it would be done telepathically.

The twins were made to complement each other, Judas would have been a powerhouse as Oracle a mastermind, she would guide her brother though whatever mission the organization gave them.

Judas by himself is very impressive but put together Oracle they be nearly impossible to stop. The twins feed off of each other's energy and giving energy to each other, they would be like living batteries but together they have a generator to constantly keep there energy higher, this would amplify all of their abilities, physical, magical, and mental, etc...

However this power would come at a price, both Judas and Oracle would lack social skills with others, Judas more then Oracle, but none the less the two would act and be more like robots then actual people... No organization would see no reason in training Judas to have social skills as Oracle because of her high intelligence, she would be like a walking computer, and in this alternate universe she would likely follow her mother's footsteps and being a perfectionist, having to have everything seen as perfect...

In this alternate universe the twins would be at their most powerful potential but at the high cost of both of theirs personality...but to Vanessa their mother that would have been seen as perfect and I'm this AU the half bloods would be wiped out...

I Will eventually get around to doing in lore post on the twins and what they can do and what they could have been able to do if they were raised together.
