Tennessee walking horse range from about 14.2 hands to 17
That's pretty average for as far as horses go, 18-20 hands is large guys.
17 hands equates to about 5.666667 ft
Harper is also a little infront of Target here so scaling might be a bit off. (as in Harper might look to be a bit taller than she actually is rip)
