To keep it simple, he's the mayor of Charlestown - the town where Emo-chan lives - and is known for his child-like naivity. His heart is with his town and the people who live there; however, he's had his heart set on increasing tourism. So far, his most heinous act - if you can call it that - was funding a cringy ad for the town in the style of a musical.

To add to your "lag" thing: that usually happens with the old 3DS & 2DS because Colors! is like Chrome for eating up ram if your internet is c.rapping out even a little bit. Usually closing the app works if it takes too long, or just turning off your system for a second or so if it persist.
