I drew a gum to inorder to explain a dumb gum concept
Normal bullets do not work well against magic users. During the war this was a huge problem for humans as it was a primary weapon. With almost nothing to really counter them, the humans pretty much had no chance of fighting. Until a rare alloy was discovered, this new material was not only able to break through magic but it also absorbed it. The downside to it is that it is not a strong as regular bullet, so fatal shots are harder to achieve. So they are best paired together in combat, one shot with a special bullet then quickly with the normal ones. There were guns made specifically for this so wouldn't have to worry about using two seperate guns. (Though it was not uncommon for someone two be using to different kinds of pistols)
After the war most of the weapons containing the alloy were confiscated, only to be used for military and law enforcement.
Some of my characters (Jim mostly) were able to get away with stashing them for their own personal uses. (Though Jim rarely uses them currently because they are incredibly rare and hard to get hands on)
