The 2 kids that Ten is holding are orphans that he found & took with him.
The little Boy, Kyuuri, is dressed as Ten because he thinks he's the coolest monster.
Okiku, the little girl, is wearing her fav outfit offered by Yanagi.
Speaking of #Yanagi, that's actually him in the middle. His collar says "don't pet me" & if someone pets him anyway, he'll become completly awkward & will nervously point out the text on his collar.
As for Ten, he's using his monster form & cop uniform as a costume & threatens & scares everyone they meet & laughs at them bc he's an asshole.
