I actually forgot that Victinis could fly until you guys mentioned it xD And, yes, I actually always thought those were just tails meant to look like wings. So, heres a reason as to why Victeenie never flies. He's horrible at balance, and he's also not very in touch with his psychic side, which would probably help him fly. His psychic powers are very weak, and he's not good at using them. Maybe if he could stop thinking about himself XD (I also always forget he's psychic too xD) Well, I hope you all enjoyed! : D

Victini really does have wings, but his instability is the ultimate reason he doesn't use them. Victeenie, however, could use them, but he would be like the Victini in the anime or games.
Then you got Skwertle's somewhat logical deduction. He thought Victeenie's wings were twin tails, but they're a real pair of wings.
