like there's one timeline it would technicalllyyy belong to, but the universe doesn't "link" it to that timeline, and it doesnt belong in that timeline either due to it's form, so uh yeah
unless it strictly grounded itself in the main timeline somehow, it'd still be considered not belonging anywhere
the whole reason it's able to "flicker teleport" is because of it's ungrounded-ness, that's it just disappearing from "existence" in the timeline and then reappearing; strictly grounding itself would remove that ability

yeeee, no killing- to win a match would maybe be a time limit, and they'd determine who won from the damage dealt as well as how skillfully it was dealt

i also say that it's quite obviously banned to cheat in some form (e.g.: do something, like a magic user cast a certain spell before the battle or used outside stuff to give themseoves strength/weaken opponents. its allowed in battle so long as it's to your own ability, but not excessively so it stays fair. and arc /will check/ all magic usage, so itd be hard to get away with cheating anyway
