This is Azux! (ayy-ooks) He's the fifth bounty hunter of innterlott, specializing in the dreamscape. His killings are primarily done whilst the hunted is sleeping, or to put it simply he kills people in their sleep.
Azux is not considered a two face (even though he has that belt with the eye) because it's an item.
