Mortals are only given powers if they have a contract, other wise no mortal can have or use magical items/powers.
Contracts are what bind mortal to the Holy Grail games the God's play each year. With that being said the contracts with God's will be randomized so its fair to everyone who wishes to participate.
Mortals do not have to participate meaning you can totally rp as a character who doesn't have a contract. God's however must play the game for it's a tradition and God's don't break tradition.

When making a contract each side must have a goal or wish they want to fulfill. This is a mandatory thing for it's the only way a contract is to be considered valid.

Once a contract is made The God bestows upon the Mortal their insignia whether it being a mark or item. It tells other God's they can't make a contract with said mortal AND it allows the mortal to see the God's true forms/ the floating island they live on. It also gives the mortal part of the God's powers NOT all of them and definitely NOT at full strength.

Also when a contract is made the God acts as a companion to the Mortal following them everywhere in their veiled form.

Contracts cannot be broken under any circumstances until the end of the game where there is a winner.
