Diablo is a metallic storm dragon, his plating is transparent and if you look closely you can see the muscle structure through some parts of his plating. And on occasion, his skeletal structure.

He can summon metallic storms, meaning the rain is melted metal. When someone, other than him, gets pelted by this rain. It clings to their bodies and gradually will weigh down any of his opponents. For Diablo, the rain just harmlessly slides off of him.
