The oasis city of Zabar.
Zabar is a small city state, limited by the harsh conditions of the desert. The desert mages are sometimes referred to as the People of the Sun, because they draw mana from the sun's intense rays, helping them thrive, even in such a harsh land.

But depsite that, Zabar has become a dystopia, beautiful on the surface, but dark and corrupt underneath.
