This boi is part of Lukka's pirate crew, here is the story:

Also known as Shark Bait

He is part of Lukka's pirate crew. Lukka saved him from a rival pirate captain who used the poor guy as shark bait for entertainment, having him tied to a rope and dropping him into the water, laughing as the poor pup screamed in fear at the sharks approaching before pulling him back out of the water just in the nick of time. However one day he wasn't quite fast enough and poor Steve lost his leg. The p scar is from his old captain cutting a P for pirate in his skin every time he used him as shark bait, to draw blood so the sharks would smell him. Other than this horrible practice, the captain forced him to scrub the deck until it was shiny, left him in the crows nest for days without food and forced him to try and entertain his men. If he failed to do so, he was used as sharkbait.

The lad was taken from his wealthy parents when their ship was attacked by his old captain, he took all their gold before killing them, finding smoll steve hiding in a chest. He decided to let him live but use him for his own gain.

Lukka despised this captain already as he often both flirted with her and ridiculed her for being a female captain. Seeing him treat this small lad as garbage pushed her over the edge and she just kicked his ass into the sea, scared off his crew from trying to stop her and took Steve before going back to her own ship.
