Spectre's Pass is Cezelia's Hometown, sort of a Bayou Town, where the people there are open Voodoo Witches/Warlocks/Psychics/Gypsys Etc. for the better of Nature.
That kind of Magic is easier in Spectre's Pass, because it hosts MANY Spirits, Living... and No longer.
