This girl is a young Zeharu, a child, indicated by her half grown mane, small orbs and short streamers.

She can coat her body in a thick ice as a defense, since she is so young, she'd struggle to use it offensively.

Her streamers (the ones close to her tail) she could bind others with, but they're short streamers and the veins connecting them are still sensitive.

She more than likely loves cold weather and snow, despising heat and fire. She can still steal souls, but can live without taking any, but the more she gathers, the stronger and faster she'll be.
