Imma just get into it -
Death Dragons are considered babies until they reach two years old. As babies, they can't shift forms. They can spit sparks/light/ect. under two. When they reach two or two and a half, they are able to shift into human form, apearing a 4-6 year old child. They are hatched in skin form. The only way a Death Dragon can shift forms under two years old, is if they are born not hatched. (Con. in comments)

When a Death Dragon is born, it can shift into human form for the first time at one week old. They have no control over it so it happens randomly. When they reach a year old, they will be able to fully shift into human form. Shifting for the first time controling it is very painful, but after that not so much. It doesn't hurt if it happens randomly. (<-No logic RIP) They will have to do a 'test' when they reach a year to see what rank they can be. The Death Dragon can shift into it's true form at 50 years old. (Daannnggg xD) They can fly at 6 months old, but before then it's hard for them to even get their footing.
