But his quirk is actually really useful if you take the time to think about it. In a one on one fight, he's pretty screwed, but if he's got a teammate? He could easily immobilize an opponent and let the more offensively capable heroes finish them off. (This is actually shown in one of the OVAs.) Heck, his quirk could even kill if he tried. I mean, if one of those balls got stuck to your face where your mouth and nostrils are, you'd suffocate to death, so... I think that's pretty neat :0
