For a shinier effect for scales, manes, or anything, make the darkest parts darker. For less shiny, use less dark hues.

Here's a review, just in case:
MANES
Step 1: block out with darker hue than base color
Step 2: highlight with base color
Step 3: detail dark and light areas
SCALES
Step 1: block out base color and shading
Step 2: big dots (very transparent)
Step 2: little dots (less transparent)
Step 3: soften patches with eraser
