This is Pan. She is a manipulative shapeshifter who uses deception and persuasion to commit crimes.
She gets her name from Peter Pan's shadow, who was mischevious and tricky.

Pan will manipulate her victims with suggestions of what she'll want them to do. This can also be used to spread rumours, or turn people against eachother.

Pan can imitate any voice and can makes people think the voice they hear is their own.
