Jeremiah is the product of one of Raven's many experiments. Raven forced every variant to cross breed, fire with water, earth with nature, so on and so forth. It took thousands of years to perfect it.
Raven couldn't seem to understand why the infants would die, then he decided when the last variants were to breed, he'd mix his blood in with the child. He did this by taking a cup of his blood and forcing it inside Jeremiah's egg, by using his claws to tear off a bit of the egg shell, then injecting the blood into Jeremiah.
Jeremiah was the first successful life variant, (Raven even managed to get Oblivion's blood in the mix, through some nasty tricks). By using the ancients blood, Jeremiah is alive, but he's frail from all the cross breeding. He has no belly plates and very thin, fragile scales.
When Zeharu cross breed, the infants are usually weaker than normal infants. Since Jeremiah is the product of every variant, he's frailer than most, at least in his dragon form.
When he'd hatched, every variant of the ones used to make him, died. As in their first borns, whether it be daughter/son or great great granddaughter/grandson. Giving him the power over life and death. Not quite as drastic as it may seem....

Jeremiah was always a sweet and gentle hearted boy, even despite Raven raising him and him seeing the darker sides of life. Jeremiah's never taken away someone's life, unless they were very old and suffering from a terrible disease.
When he was younger, being one of the youngest council members and a very special Zeharu. He was forced to train brutally, by having all other 13 members, sometimes including Raven, attack him endlessly and mercilessly. Sometimes for days on end, until he literally couldn't move a muscle anymore and would appear dead, but his unique abilities always brought him back.
Over the years he learned to fight back, but still tends to get severely beaten. Raven wants him to be the most powerful variant alive, to be able to stand up to any variant, but all Jeremiah wants is to be left alone and to help others when they need it.
Other than his 'training' sessions, he's usually ignored by most, especially the other council members.
His powers come at a price and have a limit. He can't kill new and innocent life with his powers, but could easily crush them if he wanted to (but he would never, unless demonstrating his abilities). He can bring back someone who died a day ago, anymore and it won't work. If the brain of that being was crushed, or destroyed in any way, he can't save them. If he uses his powers too much, he becomes extremely weak and exhausted, to the point where he'll have to spend a few months resting to recover.

Ooohhh he's so beautiful and unique!! Poor Jeremiah, wonder how his future will hold out for him! (Wonder how Raven managed to get Oblivion's blood...)
