This looks like a male velvet ant! (Which actually aren't ants, but are wasps. Wasps are related to ants though)
This little baby can't sting, males of any wasp or bee species possess no stinger, so they're safe to touch and mess with.
Female velvet ants (they don't have wings) should never be messed with though since they have /extremely painful/ stings.

Wasps and ants do look alike. They however are genetically different from the ant.
