Water Into Wine by Stalker Blade
Some concept art. Whenever Rocky has this power, anything he touches that's water he can turn into icey shapes. A rather gruesome trick he can do when he isn't around water is that he can pull the blood out of his living enemies and use it as weapons.
He's more self aware with this power than the one where his eyes are green.
