This is Anna Rivni Malacot, a 12 year old girl who has a problem with staring at people and sees things that no one else does(not hilucinations)
These things come from another plane of existance in which everything is bright, exotic, and full of overgrowth. There are some "hot spots" where one can cross over to this other plane for a period of time (such as Anna is in this picture)

This is not what she normally looks like, by the way. When someone passes through to the other plane their appearance changes as well.
