the fog is to much, blocks half of the picture and takes you eyes away from everything.
Remove the fog and make the water line flat, completly flat, make the sky lighter going twords the water, focus the sun more twords one side and up a bit, not so centered, also a bit smaller.
Then make the water lighter twords the egde of the sky, by doing this you will make it look like more of a reflection, also use a red hue as you go lighter (on the water) to match the sky, this will enhance the ilusion.
Try this, then show me the progress and I can help you more from that point if you would like.
