I for once take a really long time to develop my characters, so that'd be great for the people who need time to contemplate their characters. However, before you make an announcement, you'll need to have a plot or story planned out as well as maps and other info on the world. If people aren't interested in the first thing they read or don't have much to build their characters off of, then they won't even consider joining. I don't mean to scare you, but I must warn that it's tough to get a roleplay started and can be discouraging if it fails (as well as with contests, DTA's, etc. - I've been there). I want to help you in any way that I can to help you succeed, so don't be afraid to ask more questions.
Oh, as for the name of the RP, what you've suggested would be good for a western themed roleplay, but evidently few have interest in that theme, so you might want to avoid that. I know it's tempting to be unique in your concepts since the typical fantasy worlds are so common, but almost always people find no interest in it.

Re: Basing it off of history would be cool, but like I said before, it's taking an unusual path, which means people likely won't find interest. Their vague knowledge of history and the restrictions on characters will disappoint many. First, the thing with basing it off of history is that players will have to research or know a good amount of knowledge on that time period and place, otherwise they will feel lost and confused. Also, players like to do things their way and make things up as they go along, but they can't if it's based on the real world. Second, real life creatures would be cool (it would interest a biology freak like me), but other people would much rather have mythical creatures with magical abilities. I once joined an RP that took place in a forest with strictly woodland animals, but since people knew so little about what their animal character was capable of, the RP quickly died. So if you base your RP in a real life world, you must be aware that the setting will confuse people and the character limits will bore them. I'm sorry that this sounds so negative, but that's just how most people think. They don't want to have to research, and they want to have freedom with creating their characters. A roleplay that restricts them from such things will turn the majority of the crowd away.
Sorry for the hunk of text, I practically just gave you an essay. xP Anyway, as for the number of people, it all depends on how many you think you could handle. I'd say six, not including yourself: any less and things will move slowly; any more and things will get chaotic.
When it comes to the setting, that can be pretty freeing even if you're basing it on the real world. So long as you don't specify every square meter of the layout, then I think people wouldn't mind it if you stick them in a prairie or whatever's on your mind. It's just the plot limitations that I'm worried about.
