Every letter represents another letter. So L's represent the letter O.
There's a pattern, you just have to figure out what that pattern is.

now i'm not on 3ds but i'm pretty sure that's a caesar cipher. v=e, l=o, etc. plus it looks a lot like a caesar. if we can find the shift (if i'm right, that is) we've pretty much got it.
