There are seven (known) tiers of magic strength. Tier I is the lowest and weakest, Tier VII is the highest and strongest.
Most unicorns are Tier I or II.
Pureblooded unicorns tend to have stronger, more focused magic, so they tend to be Tier IV.
But, if a non-pureblooded unicorn has enough dedication to magic studies and a focused mind, they can strengthen their magic to Tier III or IV.

Crossbred alicorns (that is, an alicorn that is from a unicorn and a pegasus having a foal - they're very rare.) tend to have magic that is basic like normal unicorns. Their magic is typically Tier I or II. They can strengthen their magic to Tier IV or V with enough dedication.
(Koro's a crossbred and has Tier I magic)
Only "God-like" entities, such as the four who represent the seasons, may possess Tier VII magic.
