Atlas wants desperatly to be friends with Joe, so their relationship could be better. He like to imagine them as friends in his head.
Joe is really agressive (less than Crios) and when he yells at or physically abuses Atlas, it remindes him they aren't really friends (he comes up with scenarios to make it seem like he's not a prisoner).
Joe just uses Atlas for magic/power. So he pretends to be friends with him.
