When neutral, the clouds surrounding him are silent and lack flowing electricity, but when excited or angry surges of lightning jump and flash within the clouds around his body, his eyes, and his nails.

Nails and eyes are the same colors and both have flowing electricity within them.
Paw pads glow gold when there is flowing electricity.
(I was experimenting with the colors, the next drawing of him, his head will be black like the rest of his body)
