Planets can't summon worlds whenever they want. They only represent what their world already is.
A Planet's head is just a mirror of what their world's surface is like. (ex: Maria) Whatever happens to a world, happens to the Planet, and vice versa.
Planets can visit their worlds and travel into outerspace. Meanwhile Weather are bound to their origin world, and can't do anything about it ahaha.
