Her name refers to her color scheme and her talent. Nebula for space and Gloom for partial darkness.

Then as her talent is creating fog by bringing clouds/mist (or nebulas as they can be called) down to the ground level. Fog often attributes to a gloomy atmosphere and sumner fog is sometimes called June Gloom.

Nebula is confident, grounded, and a tad cynical. She can also be a bit sardonic and enjoys scaring others by casting shadows through the fog.
