Hm, that's what I thought, but I also thought that Qui had been dropped since before Xelle was created and that the character cap was two. Was an exception made similar to the one made with Allesandra?

There are three tacticians that I can think of off the top of my head: Hitoshi, Vern, and one named Marigold created by SeaSunSmasher97. She made a brief appearance near the end of chapter three, but never appeared again. I've a feeling that there may be one or two others, but I'd have to sift through the tag to find them.
