Isn't Sun and Moon supposed to take place in a group of tropical Islands? I find the notion of ice type pokemon there very confusing.

Well, Sandshrew, Sandslash, Vulpix and Ninetales are part ice type.
Ninetales is Ice and Fairy type, and Sandslash is Ice and Steel type.
